Entry into force of the Revised MARPOL Annex VI

In particular:

  • the maximum permitted sulphur content of fuels used in the two emission Control Areas for sulphur (the Baltic and North Sea area) is reduced from 1.50% to 1.00%;

  • all ships of more than 400 gross tonnage engaged in international voyages and all ships flying the Polish flag irrespective of the area of operation are required to maintain:

    - List of equipment containing ozone-depleting substances (ODS) - a sample summary sheet enclosed below may be used for this purpose, and
    - ODS Record Book.

    This requirement is not applicable to permanently sealed equipment with less than 3 kg of ODS, where there are no refrigerant charging connections or potentially removable components containing ozone depleting substances.

  • all oil tankers of more than 400 BRT carrying crude oil are required to keep on board VOC Management Plan approved by Flag State Administration.

The Revised Annex VI introduces amendments to the International Air Pollution Prevention Certificate (IAPP Certificate) and its supplement. Therefore all the a.m. certificates and their supplements are to be issued or reissued in accordance with the requirements of the revised Annex VI,as follows:

1. For ships constructed (keel-laying date) on or after 2010-07-01, the new IAPP Certificate will be issued upon delivery, before the ship is put in service.

2. For ships which currently hold an International Air Pollution Prevention Certificate,
the certificate and its supplement will be reissued at the first opportunity, not later than the first scheduled dry-docking on or after 2010-07-01, but in no case later than three years after this date.

3. Where applicable it will be confirmed that an approved VOC Management Plan is available on board.

For ships flying the flags of countries which are not Parties to the MARPOL Convention Annex VI, a Certificate of Compliance with Revised Annex VI requirements may be issued or reissued on the owner's request. This will help owners avoid problems when trading to countries which are Parties to the MARPOL Convention Annex VI.
