PRODUCT CERTIFICATION

PRS accreditation to perform product certification

Polski Rejestr Statków S.A. (PRS) is a product certification body accredited by Polish Centre for Accreditation and holds the Accreditation Certificate No. AC 114 acknowledging fulfillment of the requirements of standard PN-EN 45011:2000 (EN 45011:1998, IDT), on the basis of which:

  • is authorized to perform product certification in the scope specified in the Scope of Accreditation No. AC 114, and
  • has been granted notification of the government of the Republic of Poland in the European Commission to perform procedures of conformity assessment with directives based on New Approach and Global Approach.

      Directives based on New Approach and Global Approach

      Directive is a legislative act of the European Union (EU) addressed to EU member states. It imposes on the member states an obligation to issue, at a specified date, national regulations to put Directive provisions into effect.

      The purpose of New Approach and Global Approach Directives is to ensure free movement of goods and services in EU member states through application of uniform (harmonized) requirements and conformity assessment procedures.

      As opposed to previous approach, where the European Community regulated in detail particular sectors of the market, in 1985 the concept of so-called New Approach was introduced consisting in that:

    • the subject of harmonization are exclusively the safety, health and environment protection rules,
    • the Directives contain only essential requirements, whereas the technical particulars are included in appropriate, harmonized EN standards, the application of which is optional,
    • the product, which complies with the Directive requirements and has CE marking, may be placed on the market in each of the EU member states.

        In 1989, the concept of New Approach was complemented by so-called Global Approach to testing and certification, which defines the principles of product conformity assessment with rules and standards valid in European Union. Compliance with the rules and standards specified in the Global Approach Directives is obligatory.

        Product certification by PRS

        Polski Rejestr Statków S.A. (PRS) is a body notified by European Commission for certifying products for conformity with the following Directives:

      • Directive 96/98/EC on marine equipment,
      • Directive 94/25/EC on recreational craft,
      • Directive 89/686/EEC on personal protective equipment,
      • Directive 97/23/EC on pressure equipment,
      • Directive 87/404/EEC on simple pressure vessels,
      • Directive 98/37/EC on machinery.
      • Directive 2004/108/EC on electromagnetic compatibility,
      • Directive 2006/95/EC on low voltage electrical equipment,

        Directive 96/98/EC on marine equipment is a Global Approach Directive, where instead of CE mark so-called ”wheelmark” is affixed:

        Certification requirements


        The applicant shall:

      • make all necessary arrangements for the conduct of evaluation, including provision for examining documentation and access to all areas, records, complaints and personnel,
      • meet PRS requirements put forward in the certification contract.

          The applicant’s rights and duties

          The applicant granted the certificate or another applicable document of compliance has the right to:

        • make references to certification in respect of the scope for which certification has been granted;
        • appeal from the decision on issuance of certificate or another conformity document (it may regard the scope of certification or the decision on non-issuance or withdrawl of certificate/conformity document; the appeal consideration time shall not exceed 30 days)

          and is obliged to: 
        • not use its product certification in such a manner as to bring PRS into disrepute  and not make any statement which PRS may consider misleading or unauthorized;
        • upon suspension or cancellation of certification, discontinue the use of all advertising matter that contains any reference thereto; 
        • use certification only to indicate that products are certified as being in conformity with specified standards and directives;
        • endeavour to ensure that no certificate or report nor any part thereof is used in a misleading manner;
        • in making reference to its product certification in communication media such as documents, brochures or advertising, comply with PRS requirements.
